Here's an interesting idea. Make weatherpeople responsible for what they predict - Weathermen face fines.

An excerpt from this article : "The Mayor, however, does have his own way of ensuring beautiful skies for important days - he sends up specially equipped planes to sprinkle a special chemical that dissolves clouds"

I wonder if that's what they doing during important occasions. E.g. F1, National Day, etc.
